Picks up the latest releases of the test tooling (e.g. black v26.10.1, pylint v4.1.3, coverage v7.16.2) and dependencies. spidev stays pinned at v3.4.

Locked with pipenv v2024.1.0 (the version installed in CI) on the lowest supported python version. pipenv resolved pylint's conditional requirement on dill and mypy's on typing_extensions for that version only, and marked them python_version < '3.11'. That would leave them uninstalled on python>=3.11, so both are now declared explicitly in Pipfile, as in fphammerle/location-guessing-game-telegram-bot.

Verified locally: pipenv install --deploy --dev on python3.11, then pytest, pylint & mypy pass.
