feat(release): package and mirror guardian-platform releases - #41

For GRD-21. Merge together with eqtylab/guardian-infrastructure's GRD-21 PR, before cutting a 1.3 candidate: the schema and the candidate workflow move to the new manifest keys together.
platform.name: guardian-platform. The tarball, its folder, the air-gap bundle, the.sha256files, the attestation subject andexamples/areguardian-platform-v<version>…. Chart renders use releaseguardian-platform(withgovernance-platformthe Keycloak render fails the 63-character Job-name check). INSTALL.md and the release notes give the new-install command and link the 1.2.x upgrade guideguardian-platformreleases, under theguardian-platform-raw package prefix. No historical release will be re-mirroredguardian-platformmanifests requireimages.guardian,charts.guardianandcharts.guardianPlatform.
