Prepares 0.7.0, which contains #14.

• @version to 0.7.0, with the version assertion in the test.
• The changelog's Unreleased section becomes 0.7.0 - 2026-10-05.
• The getting-started install snippet points at ~> 0.7.

A minor bump: it requires Volt 0.21 and adds in-place updates. With Volt's morph setting, each open page is told what changed instead of requesting itself, and an island whose props changed re-renders in place.

Checked locally against Volt 0.21.0 from Hex: mix ci passed on #14 (257 tests), and on this branch mix test, the format check and mix hex.build for 0.7.0.

Not done here: tag v0.7.0, mix hex.publish, and the GitHub release.
