docs: refresh contributor docs, add review rules, and require Node 22 - #38

- CONTRIBUTING: describe the automated test suite and npm run verify, list every tool module, require README.ja.md alongside en/ko, and ask fork PRs to keep "Allow edits by maintainers" checked. - PR template: README trio, COMMANDS.md, npm run verify, and the maintainer edits checkbox. - CLAUDE.md (AGENTS.md links to it): add Code Review Rules that Codex and other reviewers read, and mention npm run verify. - Require Node.js 22+: engines, READMEs, installer, and CI matrix (22, 24). This PR brings the contributor docs and repository rules in line with how the project works today, and adds code review rules for automated reviewers such as Codex code review.
