Also loosen the go directive from 1.25.5 to 1.25 so consumers are not forced onto a specific patch toolchain version.

Description

Roll back google.golang.org/grpc from v1.83.1 to v1.80.0 along with its transitive dependencies (golang.org/x/net, x/sys, x/text, genproto/rpc, and the OpenTelemetry modules) to the versions matching that release.

transitive dependencies (golang.org/x/net, x/sys, x/text, genproto/rpc,
and the OpenTelemetry modules) to the versions matching that release.

Also loosen the go directive from 1.25.5 to 1.25 so consumers are not
forced onto a specific patch toolchain version.
