Complete the documentation migration to Diffex and remove the standalone root evaluation project from the repository.
Reasoning
Documentation should distinguish current runtime policy from historical release evidence.
Preserving original audit bytes keeps recorded checksums and source contexts meaningful.
Removing the root evaluation project also requires removing its CI workflow and documentation references so they do not point to deleted tooling.
