For this release roll, the repository's documented process requires replacing ## [Unreleased] with the versioned heading, as the preceding v0.22.0 release did; inserting the new heading below it instead leaves an unintended empty release section and makes this release inconsistent with the established changelog workflow. Replace the existing heading rather than adding a second one.
