Remove the legacy BERT, GPT-2, and CIFAR compression examples following the removal of
deepspeed.compressionin deepspeedai/DeepSpeed#8490. Update the compression README to explain the removal while preserving the Reasoning-Aware Compression (RAC) example unchanged.
