OpenVPN requires root/CAP_NET_ADMIN privileges to allocate a TUN device (/dev/net/tun on Linux, utun on macOS). Restores require_root_for in scan while retaining the Linux database fix across sudo.

OpenVPN fundamentally requires root/CAP_NET_ADMIN privileges to allocate
a virtual tun/tap device (/dev/net/tun or macOS utun). Without root,
all configuration tests fail immediately with permission denied.

- restore require_root_for in scan to transparently re-execute under sudo
- retain carried environment and ownership repair so the user's database is used
- bump workspace version to 1.2.2 and update release notes
