ci: update upload-pages-artifact to v4.0.0 - #152

v3.0.1 is a composite action that references upload-artifact by tag. v4.0.0 pins that inner action to a commit SHA, so the whole deploy runs on pinned code. It also leaves dotfiles out of the uploaded artifact. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
