When Phase 6 writes a new parentGen concurrently with a Reservation
reconcile, the workqueue deduplicates the watch event if the key is
already pending. The reconcile then reads a stale version
(parentGen==obs, no echo fires) and returns nil — leaving the CR stuck
for 20s until the next natural requeue.
Fix: after the echo check, cross-check the parent CR's .Generation. If
parentGen < cr.Generation, return ctrl.Result{Requeue: true} so the
rate-limited queue retries until Get() returns the post-Phase-6 version.
