fix(helm): bump cortex-postgres bundle pins to 0.6.25 - #1336

The 0.6.5 release bumped the cortex-postgres library chart to 0.6.25 and
published it, but left the cortex-postgres dependency pins in the nova,
cinder, and manila bundles at 0.6.24 — a version that was never published
to the registry. This caused the push-charts workflow to fail at the bundle
step ("cortex-postgres:0.6.24: not found") on every push to release.
Align the three bundle pins with the published library version to unblock
chart publishing.

The root cause is in the release tooling:
