mclimate: set vendor ID, fix EU868 profile, add Vicki fw 3.5 - #42

- Set LoRa Alliance vendor ID 824 (was 0). - EU868 profile: set max_eirp to 16 (was 0). - Rename EU868_1_0_3.toml to EU868-1_0_3.toml to match the naming used by other vendors. - Vicki: add firmware 3.5 (same profile and codec as 3.1). This PR fixes a few small issues in the MClimate vendor definition.
vendor_id = 824(was0). This is the LoRa Alliance vendor ID for MClimate, see also the TTN Device Repository vendor index.max_eirp = 16(was0), as in the MClimate profiles in the TTN Device Repository.EU868_1_0_3.tomltoEU868-1_0_3.tomlto match the naming used by other vendors. The profile ID is unchanged.run-testspasses.
