Give the evidence-worker check a CA bundle so workerd starts in the Linux sandbox

Newer workerd releases fail at startup when the internet service loads no
system CA certificates, which the Linux build sandbox does not provide.
Point SSL_CERT_FILE at the nixpkgs cacert bundle.

Prerequisite for #3513: with it, origin/main plus #3513's changes passes all 71 evidence-worker tests on x86_64-linux (built on magnetite); without it the same derivation fails with "No CA certificates were loaded from the system".
