Zone API: createZone, deleteZone, fetchAllZoneChanges (#367)

Reopening — changes/zone is not implemented; the close conflated it with records/changes.

Per Apple's CloudKit Web Services Reference, Fetching Record Zone Changes is POST .../changes/zone — it returns the record changes within the zones reported by changes/database. This is distinct from records/changes ("Fetching Record Changes"), which is what openapi.yaml currently declares as fetchRecordChanges.

The changes/zone path does not exist anywhere in openapi.yaml (grep clean) and has no CloudKitService wrapper. So this is genuinely unimplemented and the spec is incomplete here.
