WalkthroughThe PR adds shared ticket-store ledger publication and close-reopening for isolated v7 sweeps. It detects earlier runs with unlanded closes, warns at sweep start, and blocks deletion when closes are held or cannot be checked. It also updates harvested-deferral commits and shared-store artifact publication handling. ChangesV7 sweep shared-store lifecycle

Pause when a vetoed bundle cannot reopen its close
When a plugin veto uses defer or skip and this reopen raises, swallowing the error lets _vetoed persist the task as DEFERRED, after which the run can finish normally. The close therefore remains done although its code never landed, and held_sweep_closes() returns early for finished runs (runs.py:3686), so subsequent sweeps do not warn, deletion is allowed, and the finished run cannot be resumed to repair the entry. Keep these non-pausing veto paths recoverably unfinished (or propagate/pause on the repair failure) rather than treating the failed write as a journal-only degrade.

Fixed in a117c90. SweepEngine._vetoed now passes may_degrade=veto.action == "pause" to _reopen_unlanded_close. On a defer or skip veto, the reopen fault is still journaled (sweep-bundle-reopen-failed), then propagates before the base records DEFERRED, the same way _defer handles it. The task keeps its in-flight phase, and the crashed run stays unfinished, so held_sweep_closes still guards it and resume can recover it. Escalations and a pause veto keep the journaled degrade: the run is paused, so it is still guarded. New test test_v7_isolated_veto_reopen_fault_degrades_only_under_pause, with the ablation performed. The sweep guide is updated.
…lose reopen A defer or skip veto lets the run finish, and a finished run is out of held_sweep_closes' reach, so swallowing a reopen fault there left a shared-store close done for code that never landed with no later guard. The fault now propagates before DEFERRED is recorded, as _defer's does; escalations and a pause veto keep the journaled degrade.

Keep DONE bundles until integration is proven
When the host dies after _commit persists Phase.DONE but before WorktreeFlow.integrate_unit() merges the unit, the bundle's code has not landed; worktree_flow.py:2939-2943 explicitly records that the terminal phase precedes integration. Excluding every DONE task therefore makes held_sweep_closes() return an empty result while the shared ledger still contains the bundle's done marker, so later sweeps do not warn and delete_run() may remove the only recovery record. Determine landing from durable merge/carry evidence rather than the task phase alone.

Fixed in c3469c4. held_sweep_closes no longer reads the phase alone as a landing. The new _bundle_code_landed counts a DONE or AWAITING_OPERATOR task as landed only in place, or once the merge-back has latched isolated_ledger_carried (set by integrate_unit after the merge, or by _replay_unlatched_ledger_carries on resume). A host lost between the terminal save and the merge therefore leaves the close held: the sweep-start warning names it, and delete_run refuses until a resume replays the merge. New test test_held_sweep_closes_names_a_terminal_unit_not_yet_merged_back; the "landed" rows now set the latch. Both ablations performed.

Report an unavailable ledger instead of skipping publication
If the shared ledger is deleted, replaced by a directory, or becomes unstatable after the close was written but before this post-landing publisher runs, this branch silently returns. The run can then finish with neither a store commit nor a journal indication that the ledger close vanished; the identical early return in _publish_deferred_ledger() has the same problem. Route these target failures through a visible refusal/degrade instead of treating them like a no-op.

Fixed in c3469c4. Both store-ledger publishers (_publish_bundle_close, _publish_deferred_ledger) now go through _store_ledger_to_publish. A ledger outside the store repository still returns silently, since the code commit carries it. A ledger that is gone, not a regular file, unreadable (deferredwork.observe_ledger), or cannot be located (a resolve() fault) journals store-commit-failed naming the ledger and the commit message, and nothing is committed. New test test_v7_store_ledger_publisher_journals_a_ledger_it_cannot_publish (gone / directory / undecodable × both publishers), with the ablation performed. The sweep guide is updated.

…tore ledger held_sweep_closes treated every DONE task as landed, but an isolated unit saves its terminal phase before integrate_unit merges it back. A host lost in that window left the close `done` in the shared ledger with no code on the target, and delete was allowed. Landing now needs the merge-back's isolated_ledger_carried latch under isolation (DONE or AWAITING_OPERATOR). The store-repo ledger publishers returned silently when the ledger was gone, not a regular file, unreadable or unlocatable. They now journal store-commit-failed naming the ledger and the message.

Load ticket paths for recorded v7 sweeps
When a v7 sweep was spawned by a tickets run in a supported mixed v6/v7 install, its store_topology and pinned initiative are v7, but this default load_paths(project) call deliberately resolves the leftover v6 configuration. sweep_initiative_conflict consequently sees the live initiative as unset and reports a bogus switch, so prior-sweep scans emit an unknown warning and delete/clean keep refusing the run even after its close has been reopened. Resolve with want_tickets=True when the recorded topology identifies a v7 sweep.

Fixed in 7b4451c. The new runs.resolves_as_tickets(state) reads a sweep's era from what compose_sweep records only on v7: an initiative pin or a store topology. A story run still uses its source. held_sweep_closes now calls load_paths(project, want_tickets=...) with it. resume had the same gap, because it keyed want_tickets on state.source, which a sweep never sets. Resume is the remedy the held-closes refusal names, so it now uses the same helper. New tests: test_held_sweep_closes_judges_a_v7_sweep_on_a_mixed_install_as_v7 (a real mixed install, which failed with the bogus "active initiative is now unset" before the fix) and test_sweep_resume_reloads_a_v7_sweep_as_tickets (ablation performed).
held_sweep_closes and resume reloaded a sweep's paths auto-detected, which resolves a mixed v6/v7 install as v6: a sweep spawned by a tickets run there pinned the v7 initiative, so its own pin read as a switched initiative. Both now resolve under runs.resolves_as_tickets (a sweep's initiative pin or store topology, which compose_sweep records only on v7).

Publish deferred ledger before persisting terminal state
If the process exits after super()._defer() saves the task as DEFERRED but before _publish_deferred_ledger() runs, the shared-store ledger changes remain uncommitted with no failure journal. On resume, _run_bundle() immediately skips terminal tasks, so publication is never retried and the run can finish normally while the store repository remains dirty. Persist a publication latch, or arrange for the store publication to complete before the terminal state becomes durable.

Declined as an extreme edge case, the same class as the CodeRabbit latch-order Minor declined above. The window is a host crash between _record_defer's _save() (the last statement of the base _defer) and the very next call, _publish_deferred_ledger. Any raise inside the base propagates before the publish, and the task is already terminal by design. Even then nothing is lost: the store ledger already holds the right bytes, just uncommitted. Store publication is best-effort by design (a failed commit already leaves the same uncommitted state behind, with only a journal line), and StoreCommitter.commit commits the whole ledger file by pathspec, so the next ledger publish in this run or a later sweep picks it up. A persisted publication latch plus a resume replay for terminal tasks costs more than this window is worth.
The unforced delete probes for a live agent session before the held-closes check. With no tmux server running, the real listing printed a warning to stderr ahead of the refusal, which broke the startswith assertion.
