docs: Propose ordered layer apply - #329
borland667 wants to merge 2 commits into
Conversation
Describe how a Leverage repo orders layers from the state keys they read and applies a saved plan only when that plan has a diff. CI authenticates with an OIDC token from any system instead of SSO.

WalkthroughThe README now links to a proposal for discovering and ordering OpenTofu layers and applying them serially. The proposal also describes CI credentials, pipeline conditions, and pre-apply safeguards. These are documented proposals, not implementation changes. ChangesOrdered Apply Proposal

Review comments at @docs/ordered-apply.md:
- Around line 93-95: Update the ordered-apply graph construction guidance so
duplicate layer identities are rejected as graph errors before planning or
applying; remove the warning-and-prerequisites behavior, and do not imply an
implicit merge rule.
- Line 306: Update the generic CI row in the ordered-apply table to use the CI’s
documented repository or job subject for the trust-policy subject condition,
rather than the JWT issuer. Keep the issuer configured separately as the
identity provider.
- Around line 301-305: Update the CI subject column in the table to make each
repository’s exact OIDC `sub` value configurable rather than prescribing a fixed
format. Explain that GitHub and GitLab subject claims can vary with environment
settings, customization, or immutable identifiers, and instruct readers to
obtain the exact `sub` for their intended apply job and use it in the trust
policy.
- Around line 96-99: Update step 4 in the strongly connected components
description to state explicitly that the backward traversal processes vertices
in decreasing finish-time order, reversing the recorded finish order before
collecting sets.
- Around line 321-325: Update Leverage’s profile discovery contract to include
profiles from every Terraform `.tf` file in each layer, rather than only
`config.tf`, `locals.tf`, and `runtime.tf`; align the discovery implementation
with this behavior so profiles used in files such as `provider.tf` are included
in role-map validation.
- Around line 172-175: Clarify the exit-code behavior in the ordered walker
documentation: for a single layer, exit 2 applies the saved plan and continues,
while any other non-zero exit stops the walk; for a cycle, any exit 2 stops
before the cycle is applied.
- Around line 272-276: Update the job-start JWT guidance in the ordered-apply
documentation to state that the JWT must remain valid for every account and
provider profile exchange, and that a longer role session does not extend JWT
validity. Preserve the existing per-exchange token-command contract.

Discover profiles in every layer .tf file.
The layout permits arbitrary *.tf files, but this section scans only config.tf, locals.tf, and runtime.tf. A profile in provider.tf or another normal Terraform file is omitted from the role map. CI then cannot provide credentials for a profile the layer uses. Scan every layer .tf file, or make the filename restriction part of the repository contract.

Duplicate state keys stop the graph. Cycle detection walks vertices in decreasing finish time. Exit 2 applies one layer and stops a cycle. CI trust uses the apply job's exact subject, and profile discovery reads every .tf file.
What?
leverage tf apply-orderedplans each layer when it is reached and applies the saved plan only when that plan has a diff.--citakes an OIDC token from the CI system and does not use SSO.Why?
