[Console] Fix H2 quickstart project initialization

What changes were proposed in this pull request

Closes #4521.

Fix fresh H2 initialization silently omitting the streampark-quickstart project. The seed insert provides 18 values for a 17-column table after the salt column was removed. With the Console's continue-on-error setting, startup succeeds but the project row is missing.

Brief change log

• Remove the one redundant null from the H2 project seed. No schema or MySQL/PostgreSQL changes.
• Add H2InitializationTest, which executes the real schema and data scripts against a fresh in-memory H2 database without ignoring errors and checks the project row's field mapping.

Verifying this change

• Before the SQL fix, the new regression test fails with Column count does not match (21S02 / 21002).
• After the fix, the test passes; all 238 seed statements execute successfully.
• Passed the Console service's focused Maven test, Spotless, Checkstyle and Apache RAT checks on JDK 11:

CI: SonarCloud passed. The Backend workflow could not start because the pinned dorny/paths-filter action is not allowed by the repository's Actions policy. The E2E workflow is awaiting maintainer approval.
