Describe the reason for the change

Successful CI runs emitted Gradle deprecations, obsolete action runtime/cache warnings, pip version-check warnings, and failed Build Scan publication. Replace deprecated Gradle APIs, migrate to SHA-pinned current actions and setup-gradle, configure Build Scans through the action, and fail CI on Gradle deprecations. Enable Dependabot updates for GitHub Actions and pin Ubuntu 24.04 during the ubuntu-latest migration.

Update pip and normalize the Pygments dependency name so the docs build stops switching between conflicting pins. Scope Dokka's HTML plugins to HTML output, fixing the plugin conflict when generating Javadoc.

Validation:

• PR CI passed on 30fd7ddf: all 130 tests, lint, API compatibility checks, and MkDocs build passed with --warning-mode fail.
• Main CI passed on merge commit 93ed90f5: checks and snapshot deployment both succeeded, publishing all ten modules.
• Reviewed full logs, including action cleanup, for both runs: zero warnings and zero check annotations. Build Scan publication succeeded.
• HTML/Javadoc generation and Maven POM generation passed locally with --warning-mode fail.
• MkDocs built successfully in a fresh Python 3.13 environment and pip cache without warnings.
• Snapshot publishing task graph passed a dry run; actionlint and git diff --check passed.
