Adds the standalone LintLang catalog entry in data/tools/lintlang.yml.\n\nLintLang is an Apache-2.0 CLI that statically analyzes natural-language agent instructions in local files and CI. It performs deterministic checks without model or network calls.\n\nValidation run locally:\n- make test\n- renderer against data/tools and data/tags.yml with outputs directed to /private/tmp (no generated README changes)\n- git diff --check\n\nThis avoids the rendered README as required by CONTRIBUTING.
