Align the contribution guidelines and PR template with static-analysis: require six months of history, at least 20 stars, and more than one human contributor, excluding bots and known automation accounts. Update the checker to match and request manual review when evidence is unavailable instead of reporting skipped checks as passes; automatic closure and domain-age checks are not introduced.
