Consolidate repository instructions in AGENTS.md

Keep repository instructions in AGENTS.md and remove the actual CLAUDE.md instruction files. Preserve directory scope and update current self-references.

The validation policy follows changed behavior. CPU-only tooling and documentation use relevant CPU checks. GPU qualification remains required for changes to GPU, runtime or model behavior and related claims. Native qualification gates are preserved.

Validation: Agnix 0.55.0 on the changed instruction files and git diff --check pass.

Review availability: Revuto is unavailable for this repository: revuto list has no registered reviewer for agent-sh/agent-knowledge, and the exact head 0ee3669 has no Revuto check or review. The owner authorized the substantive exact-head self-review fallback. Required CI still gates merge; this is not an automated approval.

Self-review of 0ee3669.

Compared both instruction sources before removing the CLAUDE.md files. Repository-specific guidance and nested scope are retained. Current self-references and packaging entries point to the remaining file. Product readers, examples, fixtures and historical references to CLAUDE.md retain their purpose.

Agnix 0.55.0 on the changed instruction files and git diff --check pass. The validation policy does not grant GPU or model qualification from CPU results.
