fix: Regenerate Windows icon with anti-aliased edges at all sizes

Purpose of this PR:

The app icon looks rough on the Windows taskbar. There are white, jagged pixels around the edge of the wheel. This PR makes the icon edges smooth at every size.

How to Test:

1. Build and run the app on Windows (dotnet run --project WheelWizard).
2. Look at the icon in the taskbar. The edge should be smooth, with no white specks.
3. Try 100%, 125% and 150% display scaling if you can.

What Has Been Changed:

• Rebuilt WheelWizard/car-wheel.ico from the existing SVG (Flatpak/io.github.TeamWheelWizard.WheelWizard.svg).
• The old 16, 24 and 32 px icons had hard edges with no smoothing, so the light outer ring looked jagged on dark taskbars. All sizes now have smooth (anti-aliased) edges.
• Added the sizes 20, 30, 36, 40 and 96 px, so Windows has the right size ready at 125% and 150% scaling and doesn't have to resize the icon itself.
• The design is the same. The file went from about 126 KB to about 54 KB.
