Closes #1010, part of TEDI-Design-System/general#248

States the accessibility target: EN 301 549 and, for web content, WCAG 2.2 AA.

  • README.md: Accessibility section linking the Ligipääsetavus page.
  • a11y-review.md: WCAG 2.2 AA as the review target, with checks for 2.4.11, 2.5.7 and 2.5.8.
  • TEDI-Ready issue templates: accessibility and browser/device testing items in the DoD.
  • Storybook: enables the axe target-size rule (WCAG 2.5.8), which axe leaves off by default. Turned off on four Select and InputGroup stories, where it flags react-select's inner input although the whole control is the click target.

Summary by CodeRabbit

  • Documentation
    • Added accessibility guidance covering TEDI’s alignment with EN 301 549 and WCAG 2.2 AA.
    • Linked to information about accessibility testing, responsibilities, and issue reporting.
    • Updated review standards to include additional WCAG 2.2 criteria.
    • Clarified focus visibility, touch-target sizing, and alternatives for dragging interactions.

  • observed — Modified behavior in .claude/skills/contributing/references/a11y-review.md: The review standard now targets WCAG 2.2 AA, explicitly checks new 2.2 criteria 2.4.11, 2.5.7, and 2.5.8, and classifies failures as Major findings.
  • observed — Modified behavior in .claude/skills/contributing/references/a11y-review.md: Added a focus check requiring the focused element not to be fully obscured by headers, overlays, or other content under WCAG 2.4.11.
  • observed — Modified behavior in .claude/skills/contributing/references/a11y-review.md: Replaced the 44×44 minimum and separate spacing check with a 24×24 CSS-pixel minimum or sufficient spacing, a 44×44 preference, and a requirement that dragging interactions also support a single click or tap under WCAG 2.5.7.

Review comments at @.claude/skills/contributing/references/a11y-review.md:
- Line 60: Update the WCAG 2.5.7 checklist item to accurately require a
single-pointer alternative for dragging operations, allowing equivalent inputs
such as text entry rather than requiring literal click or tap, and include the
criterion’s essential-function and user-agent-determined exceptions.
- Line 59: Update the touch-target checklist entry to use “pointer-input
targets,” document or link all WCAG 2.5.8 exceptions—equivalent controls, inline
targets, user-agent-controlled targets, and essential targets—and state the
specific 24 CSS-pixel spacing-clearance requirement.
- Line 7: The WCAG 2.2 guidance currently lists only three new criteria while
claiming to cover new criteria generally. Update the scope statement near the
WCAG 2.2 AA guidance to include 3.2.6 Consistent Help, 3.3.7 Redundant Entry,
and 3.3.8 Accessible Authentication (Minimum), or explicitly limit the checklist
to component interaction criteria.

We've used both "ZeroHeight" and "Zeroheight" here, should stick to one format.
I think we've more commonly used "Zeroheight" in Storybook etc, but officially it's actually stylized in lowercase.
