Release config: fails on a reference to #0, cross-repo issue links point to the wrong repo #1014
Description
Release fails on #0: a reference to #0 (used on dependabot PRs) fails the semantic-release success step. The step looks up every referenced issue, and the lookup throws before successCommentCondition is evaluated. The success comments are never posted anyway, since the release job has no permission to comment.
Wrong cross-repo links: owner/repo#123 in a commit subject links to this repo's issue 123 instead of the repo it names.
