The config build alone cannot validate dependency pins or the combined runtime classpath across ToolBase’s plugin JAR transition and compiler upgrades without published dependency metadata and a downstream code-generation build.

What changed in this PR
Updates six Spine SDK dependency pins in the shared buildSrc configuration used by downstream repositories.
Changes:
- Advances five snapshot dependencies and ProtoTap’s release version.
- Keeps compiler fallback and dogfooding versions aligned with the corresponding main pins.
- Moves ToolBase to
.450, building on the plain plugin JAR coordinates introduced in #822.
