Point to the site for verifying published artifacts - #780

The full instructions for verifying our artifacts now live on spine.io, at Documentation > Security > Verifying artifacts. Shrink the README section to a pointer for maintainers: every `Publish` run attests what it publishes, and the comments in `publishing.yml` cover a failed `attest` job. The maintainer-only note on the publishing trigger moves next to the trigger, in the caller template. Verifying against a release branch means something only while a ruleset protects that branch, so a repository that starts publishing from `v<major>.x` adds the trigger and the ruleset together. The note above the trigger told maintainers to add `'v*.x'` "here". In a consumer, "here" is a copy that `./config/pull` overwrites, so the trigger would vanish on the next pull, and release-branch pushes would stop publishing without notice. The trigger belongs in the template in `config`. That reaches every repository that publishes, so the ruleset precondition now applies to all of them. A `config:replaces` variant would survive pulls, but `migrate` pins only the distributed `publish.yml` to the `config` commit, so it would drift from `buildSrc`. The consumer-facing instructions for verifying our artifacts now live on spine.io, at Documentation → Security → Verifying artifacts. They were added in SpineEventEngine/documentation#88 and are linked from the org-wide

README.md, "Verifying published artifacts": shrunk from 47 lines to a pointer for maintainers. It keeps that everyPublishrun attests what it publishes, and that the comments inpublishing.ymlcover a failedattestjob; for everything else, it links to the site.
