Raise the installer, assembly, and README versions to 1.2.1 and emit Vulcan-Setup-1.2.1.exe. The v1.2.0 tag was consumed by an immutable release during publishing, so the public release ships as 1.2.1 with the same feature set. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
