Establish the fork's development baseline on main: Elixir 1.19/OTP 28 and 1.20/OTP 29, pinned tools, Make commands, runtime installation, isolated examples/docs dependencies, and shared agent conventions. CPU dynamic loading replaces OS-based accelerator guesses for development. Main's ort rc.8/Rustler 0.29 implementation is retained.
Breaking: raises the supported BEAM floor. Nx is refreshed to 0.13.1 within the existing allowed range. This PR includes standalone Linux/macOS baseline CI so it can land independently.
Validation: 117 library/doctest checks passed locally; updated ExDoc builds; make help/doctor checked. Later PRs add linting, harnesses, the wider matrix, and release utilities. Existing feature branches have not been rebased.
CI evidence: validation run.
