Add a local builder for an installable IT-ToolBox modernization preview.
The ZIP uses the standard IT-ToolBox/3.0.0 module layout and includes supported code, license and documentation. Legacy implementations, staging files, tests, build scripts and repository metadata are excluded.
Validate staged syntax and the manifest, refuse archive overwrites, and clean up temporary staging. Add archive-content checks and a fresh-process import/logger test to CI on Windows, Linux and macOS.
Document building and installation, ignore local build output, and correct stale AzureAD archive references. Retain the existing alpha1 version; no publishing or installation is performed.
Validation: 349 tests passed on PowerShell 7.4.13/Linux; 5 Windows registry tests skipped. The patch applies cleanly after PR #16.
