Adds development/security-headers.md: the collect-curate-enforce CSP workflow on the storefront (per shop) and back office (global), the static security response headers, the optional external reporting endpoint, and the report- collector trust model. Renamed from the former content-security-policy page, keeping a Hugo alias for the old URL. Adds the actionCspPolicyModifier hook to the list of hooks.
