Update PolicyEngine Core to 3.32.10

Fixes #539

PolicyEngine Core 3.32.10 is published from PolicyEngine/policyengine-core#555.

Summary

• Update the bundle manifest from PolicyEngine Core 3.32.5 to 3.32.10
• Regenerate the models, uk, us, and dev package extras
• Refresh the lockfile, including pytest 9 and its compatible pytest-asyncio release
• Rebind the US and UK provenance sidecars to the updated bundle manifest
• Update the documented bundle version

Validation

• uv lock --check
• uv pip check
• python scripts/bundle.py check
• make format
• Focused bundle tests: 27 passed
• Full local test run before sidecar regeneration: 1,187 passed, 9 skipped, with one stale-sidecar-hash failure; the focused sidecar test passes after regeneration
• The documentation reference generator completed; local rendering could not run because Quarto is not installed
• make lint reports 11 pre-existing UP038 findings in files this branch does not modify
• mypy stops in the installed NumPy stub because this repository configures Python 3.11 while that stub uses Python 3.12+ type-alias syntax
