.sync: Forward command line arguments in make tasks

Tasks in the five synced makefiles now pass command line arguments to
the cargo command they run. A test or coverage run can be narrowed to
one package, or given extra flags, without editing the makefile.

More details are described in OpenDevicePartnership/patina#1856

cargo make all has been verified on the individual repos with these changes.

@vineelko, can you confirm all make tasks were tested in all repos?

Yes Michael, all Makefiles have been tested(cargo make all) on their individual repos.
