Adds Route Toolbar 0.5.11 to the OpenCPN Alpha plugin catalog.

The release packages were built successfully in GitHub Actions.
macOS Apple Silicon has previously been runtime-tested with OpenCPN 5.14.2. Windows, macOS Intel and Ubuntu packages are included for broader Alpha testing.
