Webtop get-facts implementation

Webtop currently has no get-facts implementation of its own:

As things stand, the module likely only reports the default user counts inherited from the generic module facts, with no Webtop-specific data.

Proposed solution

Implement a proper get-facts action for the webtop app. Counting the number of PEC bridges configured would be a useful metric to expose for reporting purposes.

Further metrics worth considering are still open — the team agreed more requirements are needed before finalizing the scope.
