Separates semantic operations and target bindings, preserves protocol and step identities through compilation, and adds provenance-linked material metadata, counted materials, and external operations. Generated target code retains semantic source maps.
Validation: 200 tests passed on Python 3.12 with the optional robot SDKs installed; Ruff and mypy passed at this branch tip.
