Lowers ready build plans into immutable protocol stages with material handoffs and logical deck requirements, then compiles them through existing targets. Includes workflow examples and integration coverage for manual output, Opentrons simulation, STAR preview, and LabOP consistency.
Validation: 255 tests passed on Python 3.12 with the optional robot SDKs installed; Ruff and mypy passed at this branch tip.
