feat: seal of reliability logo implementation

Summary:

closes #180

Implements the official seal of reliability logo

Expected behavior:

When viewing the seal of reliability logo, it should look good on light mode / dark mode, big and small. It should also appear on everywhere seal appropriate

Testing tips:
