Move all GitHub-hosted ubuntu-latest jobs to the self-hosted ARC runner set arc-runner-set-mirantis-public: - build.yml: build, test - pr.yml: unit-test, security-scan - release.yml: build, release - cleanup-stale-vpcs.yaml: cleanup - smoke-tests.yaml: smoke-fips - go.yml: ubuntu leg of the unit-test OS matrix macos-latest and windows-latest matrix legs in go.yml stay on GitHub-hosted runners; the ARC set only provides Linux runners.
