Purpose: Prepare for updating dev to version 3.14.8

Collect updates to dev branch in this update_dev_to_3.14.8 branch

• When ready and approved, this PR will be merged into dev as version 3.14.8

Before each commit is pushed, the build is tested locally with Xcode.

Details

• Bump version to 3.14.8
• This introduces the Omnipod eager-connect Bluetooth method that was originally developed under next-dev
  • This provides for faster connection via the connect-on-demand protocol and is anticipated to remove the need for Pod Keep Alive
    • Testers who use iPhone 16/17e with Atlas DASH Pods are asked to test without using Pod Keep Alive
