This should fix the last of the HAL type rename action (together with #4561) before the API break.

The unused and unreferenced (trivial) test program haltest.py has been retired.

This PR also includes a Makefile preparation in the genclean rule for the converter update in that it does no longer blindly removes all files named conv_*.comp, but actually only those named in the CONVERTERS variable.

Everything else in the tracking branch is either documentation (35 files) or the actual move to 64-bit and removal of the 32-bit types (299 files).
