fix(aws/savingsplans): error on unparseable plan start/end dates - #619
Savings Plans with an unparseable start or end date were silently listed with a zero date. toCommitment (unexported) now returns an error naming the plan ID and bad value; GetExistingCommitments (signature unchanged, already returned error) propagates it. There is no per-item error collection in this function, so one bad plan fails the listing, consistent with the fail-loud rule.
Behaviour change: the existing test "handles invalid date formats gracefully" asserted the silent skip; it now expects an error. Callers of GetExistingCommitments will see an error where they previously got a zero-dated commitment.
Tests: new regression test fails on the old code; a mutation (dropping the end-date error) fails it too. go test -race -count=1 ./... passes with and without the workspace; golangci-lint v2.10.1 reports 0 issues.
Invalid Savings Plan start or end dates now return an error that identifies the plan and the unparseable value, instead of silently leaving the date unset.
GetExistingCommitments now returns an error when a Savings Plan start or end date cannot be parsed. The error identifies the plan and invalid value. Tests cover invalid dates and confirm that no commitments are returned.

toCommitment returns an error for invalid start or end dates. GetExistingCommitments propagates the error. Tests check the error details and zero returned commitments. The changelog records the behavior.
The production behavior is correct, but the regression test needs one additional assertion before merge.

GetExistingCommitments silently left StartDate/EndDate zero when a Savings
Plan carried a date that is not RFC3339. toCommitment now returns an error
naming the plan ID and the bad value, and the listing fails loudly.

Assert a nil result on the invalid-date error path.
When tt.expectError is true, the table runner checks only assert.Error. It does not check the returned slice. GetExistingCommitments returns nil, err on a conversion failure, so a regression that returned partial commitments with the error would still pass. The page-cap test already asserts assert.Nil(t, got) on its error path.

Update the table runner for GetExistingCommitments tests so the tt.expectError
branch asserts that the returned result is nil, in addition to asserting the
error. Keep the success-path assertions unchanged.
