Follow-up to #1110.

  • watch --json --quiet printed every event, while the help says --quiet prints nothing but errors. It now behaves as convert --json --quiet does.
  • OnlyEvents also passes on empty stderr, so the failed-run tests now check that one file event says failed.
  • skills/filee/SKILL.md recommends --json --quiet: agent shells often merge stderr into stdout, and stderr now has events.

Tested: Watch_json*, No_route_distinguishes*, Convert_json_with_quiet*.
