Loosen tesla to ~> 1.18 and bump tesla 1.13.2 -> 1.18.3, mint 1.6.2 -> 1.10.2 and hpax 1.0.2 -> 1.0.4. Bump the optional rustler build dependency 0.35.1 -> 0.37.3, which no longer depends on req, so req 0.5.8 and its advisories leave the lockfile. The existing blocking mix hex.audit CI step now passes. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Why
CI already runs
mix hex.auditas a blocking step, but the lockfile carried 21 security advisories (tesla, mint, hpax, req), so the audit would fail on the next CI run. What changed
mix.exs:~> 1.13.2→~> 1.18)req0.5.8 (EEF-CVE-2026-49755, EEF-CVE-2026-49756) from the lockfile; rustler ≥ 0.37 no longer depends on reqfinch,nimble_options,nimble_pool,req,telemetryandtomlleft the lockfile as unused.Neither tesla nor mint is referenced from
lib/, so the tesla constraint change does not touch library code. The Rust crate still pinsrustler = "0.35.1"; withEXSTATIC_BUILD=truethe NIF builds from source with the Mix-side rustler 0.37.3 and loads fine. Verified locally withEXSTATIC_BUILD=true MIX_ENV=test:mix compile --warnings-as-errors,mix deps.unlock --check-unused,mix format --check-formatted,mix credo --strict,mix dialyzer, mix test(48 doctests, 24 tests),mix test.coverageandmix sobelow --exit --threshold medium. No version bump in this PR: the next release of the package will carry the looser tesla requirement.
