Bump Publish to website actions to current majors - #641

actions/checkout@v2 and actions/setup-node@v1 target the Node 20 runtime, which GitHub now force-runs on Node 24 and is deprecating. Move both to the current major (checkout@v7, setup-node@v7) to clear the deprecation warning and avoid a future hard break. node-version stays 18 so the build environment is unchanged.
