通过 Changesets 将 @inkcre/extension-runtime-client-web 从 0.4.1 准备为 0.4.2，消费开放 Peer 分发标识的 patch 片段并生成对应 changelog；本 PR 仅含这三个版本准备文件。
正式 Core 0.4.2 已发布；源码与真实依赖修正在 #65 完成并合并。此版本继承最低 Core >=0.4.2 <0.5.0 及实际发布资产引用，不增加兼容 schema。
人工核对：差异只有 Changeset 删除、changelog 和 Runtime patch 版本。自动版本准备流程和 PR 绑定的必需检查均已通过；GitHub 对机器人 PR 的运行审批已完成。合并后由 protected main 的包发行流程生成不可变 Runtime 0.4.2 产物，再更新 Web 消费者。
关联 InKCre/impl-ts#174。风险与回退：该 Runtime 需要 Core 0.4.2，不能配回旧 SDK；回退使用原有发布坐标，不覆盖已发布字节。
