This PR adds a docs translation scaffold (TRANSLATIONS.md, CONTRIBUTING updates, PR template and a small helper script). No translations included yet — I suggest we either accept manual contributor translations or enable the helper script after maintainers approve a stable translation provider (DeepL / Google Cloud). I’ll create initial translation issues after merge.

Fixed workflow YAML indentation and mapping to avoid parsing errors. The script uses deep-translator (drafts only). Please review and advise whether to switch to an official translation API before enabling scheduled runs. #19
