Adds the shared DCO check (FerrLabs/.github reusable-dco). Every commit of a PR needs a Signed-off-by line; fix with git rebase --signoff origin/main. Renovate signs off through the shared preset.

Nothing blocking. The caller follows the same pattern as pr-title.yml: it uses the org reusable workflow pinned to a SHA with a # main comment, and it sets contents: read. The sign-off / sign-off check passed on this head.

Nit: Test / Quality (knip, madge, audit) fails on this head. This PR only adds a workflow file, so the failure most likely comes from something already on main, but someone should look before merging.
