UpdateTable: the missing StreamViewType sentence differs from the service #519

Summary
UpdateTable StreamSpecification {StreamEnabled: true} with no StreamViewType is refused on both sides, with different sentences.

On the service this check precedes the already-enabled check (Table already has an enabled stream); ExtendDB has the same order.
Fix shape
Replace the sentence in the engine's update_table.rs; the existing unit test and a wire row on both table states. The CreateTable form has its own sentence (Table is being created with a stream enabled, UpdateViewType is required), added in #515.
