get-baton: install the CLI from baton-sdk releases (v2 backport) - #113

The baton CLI moved into baton-sdk; the conductorone/baton repo is
archived at v0.4.5, and that CLI cannot open the c1z files that
baton-sdk v0.30.0 connectors write ("c1z: invalid file"). Resolve the
latest release from baton-sdk instead, as v4 already does. The v3
sync-test and account-provisioning actions call get-baton@v2, so this
line is the one most connectors resolve.
